Supply Chain and Pharmacy

  • The COVID-19 Warehouse program had a 96% fulfillment rate this week. 29 hospitals submitted 97 line items and a total of 2,089 items were shipped out.

Finance/Reimbursement/FEMA

  • CMS publishes cost reporting guidance for CARES Act Emergency Relief Funds
    • CMS clarifies that general Emergency Relief Funds ARE NOT adjusted against allowable costs on Medicare Cost Reports
    • Hospitals will have to report ERFs on specific worksheets and lines of the Medicare Cost Report, for reporting purposes only
    • CARES Act funds received via normal billing and claims processing reported as patient care services revenues
      • COVID Lab Testing
      • Patient Care services provided to admitted in and outpatients of the hospital
    • CMS policy published in FAQ document
  • CMS publishes cost reporting guidance for Paycheck Protection Program Loan Forgiveness
    • CMS clarifies that PPP loan amounts forgiven ARE NOT adjusted against allowable costs on the Medicare Cost Report
    • Hospitals subject to PPS should also not report on the wage index survey

  • HFMA submits letter to HHS requesting accounting and reporting requirements related to CARES Act Provider Emergency Relief Funds (PRF)
    • Multiple accounting and reimbursement questions submitted by HFMA including:
      • Data required to reported
      • Clarification on COVID-19 “Health Care related expenses”
      • Lost Revenue definitions and method for actual determination
      • Utilization of PRFs across multiple TIN recipients, acceptable use of PRFs
      • Income Taxation of PRFs
      • Excess PRFs received to be utilized for future surges or changes in patient behavior
